Seoul received the highest score in a survey of digital governance in 100 cities worldwide conducted by Sungkyunkwan University's Global e-Policy e-Government Institute and the E-Governance Institute of Rutgers University of New Jersey. It's the third year in a row that Seoul has ranked tops in the survey, conducted every other year since 2003.
The index surveyed 86 official websites of 100 major world cities which have 160,000 or more users. Five areas are appraised: service, participation, privacy, usability and content. Seoul scored a total 87.74 points, comfortably beating second place Hong Kong (78.2).
Helsinki ranked third with 71.01 points, followed by Singapore (68.56), Madrid (67.98), London (65.79) and Tokyo (59.89). The lowest scorer was Tashkent, Uzbekistan with 3.73 points.
